This is not true. The BIPs for multi-sig were finalized in 2011 and 2012. Multi-sig was being used prior to 2014, but only a very small percentage of bitcoin was held in multi-sig addresses, and no consumer-facing multi-sig wallets were available. BitGo deployed a multi-sig wallet in August 2013.
